No license required for marine-average adjuster. 8 Vt. Stat. Ann. § 4803(d)(2).

Yes. 8 Vt. Stat. Ann. § 4800(3)(D), 4803(a)(3).

May be discretionarily waived if licensed elsewhere. 8 Vt. Stat. Ann. § 4800(3)(B)(iv).
