Patrick McNamara

Bing-Syin (Benson) Ye is a Marine Claims Supervisor at Mitsui Sumitomo Marine Management. He handles cargo, transit liability, hull, protection and indemnity, and recovery claims, as well as manages the subrogation team.

Prior to joining Mitsui Sumitomo, Benson served as Section Head in Cargo Claims Department at W K Webster (2010-2017).

Benson holds two master degrees in law from Institute of the Law of the Sea, National Taiwan Ocean University (2006), and School of Law, Indiana University Bloomington (2009) respectively. Benson is also a Lean Six Sigma Green Belt certified by School of Engineering at Dartmouth College (2017).

Benson received the following designations: Chartered Property Casualty Underwriter (CPCU), Associate in Risk Management (ARM), Certified Claims Professional (CCP), and Senior Claim Law Associate (SCLA). In addition, Benson is a licensed independent adjuster, property and casualty insurance broker, and life insurance broker in State of New York.

Since 2019, Benson has served as Regional Director of Certified Claims Professional Accreditation Council and Arbitrator at Transportation Arbitration Board, as volunteer jobs. Benson devotes himself to making contributions to the society.

Patrick J. McNamara, Esq.
Marine Claims Adjuster, Starr Marine

Patrick J. McNamara is a marine claims adjuster in the Cargo Department of Starr Adjustment Services, Inc. Patrick joined Starr in 2016 and adjusted Hull & Liability claims prior moving to Cargo in early 2018. Previously, Patrick worked in the chartering department of Grieg Star Shipping (now trading as G2 Ocean), a Norwegian-flagged breakbulk steamship line (2011-2014) and WK Webster (Overseas) Ltd., handling cargo subrogation claims (2014-2016). Patrick is a member of the Maritime Law Association and frequently attends industry functions and seminars. Patrick holds a J.D. from Loyola New Orleans College of Law (2010) and is licensed to practice law in the State of New York. Patrick also holds a B.A. in History from the University of Scranton (2006).

Norman Tucker
U.S. Marine Claims Consultant

Norman Tucker serves as a Marine Claims Consultant for CNA.

In this role, he is responsible for handling cargo, hull, commodity, and marine liability claims. Norman is involved with providing ongoing training for the U.S. Marine Claims team. Norman joined CNA in 2009.                                                                                                                                                

Prior to joining CNA, Norman worked as a ship’s agent at various ports in South Louisiana servicing vessel owners and charterers. Norman is a member of The Mariners Club of the Port of New Orleans.

Norman holds a Bachelor of Science in Management from the University of New Orleans.
